The original concept for Southaven, Mississippi was a joint venture between V.O. Sneed, Roulett Sneed and Lacy Mosby. When Lacy Mosby pulled out of the venture V.O. and Roulett Sneed went to Kemmons Wilson, a distant relative, to join forces with them in developing their concept community. V.O. and Roulett Sneed provided the earth moving equipment and the day to day supervision while Kemmons Wilson helped secure some of the financial backing needed. Most of the original tracts of land secured for development and future development were marginal dairy operations. V.O. and Roulett Sneed hired Leon Mulkey, a local realtor, to purchase the original section A and B tracts and option the other tracts that made up the areas developed the first six years of its existence. From Southaven's inception V.O. Sneed and Roulett Sneed knew a viable water and sewer system would have to be built to support the planned residential and commercial development; with this in mind the Sneed brothers approached John H. Brewer, a life long Desoto resident and past town marshall of Hernando and manager of the city works, to head up Desoto Utilities and build the original water and sewer works and enplace the sewer, water and fire protection systems. After one and a half years hard work everything was in readiness for the grand ribbon cutting on June 10, 1961. John Brewer resided at 1416 Bennington Cove adjacent to the original water works because for the first three years Desoto Utilities had no elevated water tower and the water wells and pumps needed constant attention. In his capacity as head of the Desoto Utilities, Mr. Brewer secured the first fire truck and formed the Southaven Fire Department staffed by himself and volunteers. Mr. Brewer supervised the construction of the first permanent fire station behind his home on Whitworth Street and later, with the help of myself and three other individuals, converted an unused stall in the fire station into the original first public library of Southaven. The rest as they say, is history but, to my knowledge, only two people are alive today who know the whole story as to how Southaven, Mississippi came to be, Mr. Brewer's son, John H. Brewer, III and his wife who worked alongside him in the city hall of Hernando and from the beginning of Desoto Utilities. - John H. Brewer, III
