As of the census of 2000, there are 20,806 people, 8,270 households, and 5,449 families residing in the town. The population density is 168.1/km sq. (435.3/mi sq.). There are 8,807 housing units at an average density of 71.1 persons/km sq. (184.3 persons/mi sq.). The racial makeup of the town is 95.68% White, 0.44% African American, 0.31% Native American, 2.07% Asian, 0.02% Pacific Islander, 0.27% from other races, and 1.21% from two or more races. 0.96% of the population are Hispanic or Latino of any race.

There are 8,270 households out of which 33.7% have children under the age of 18 living with them, 48.5% are married couples living together, 12.7% have a woman whose husband does not live with her, and 34.1% are non-families. 27.6% of all households are made up of individuals and 11.7% have someone living alone who is 65 years of age or older. The average household size is 2.48 and the average family size is 3.01.

In the town the population is spread out with 26.7% under the age of 18, 8.1% from 18 to 24, 29.0% from 25 to 44, 21.8% from 45 to 64, and 14.4% who are 65 years of age or older. The median age is 37 years. For every 100 females there are 93.5 males. For every 100 females age 18 and over, there are 90.0 males.

The median income for a household in the town is $34,668, and the median income for a family is $43,021. Males have a median income of $33,115 versus $24,264 for females. The per capita income for the town is $16,951. 12.8% of the population and 11.1% of families are below the poverty line. Out of the total people living in poverty, 17.0% are under the age of 18 and 11.2% are 65 or older.
